The Hallsdale-Powell Utility District (HPUD) of Knox County, Tennessee, is located north of the City of Knoxville, Tennessee. The District is authorized to provide water and wastewater utility services within its boundaries located in north Knox County, southwest Union County, and southeast Anderson County. The District was created on September 13, 1954, and is governed by a three commissioner Board which is appointed by the Knox County Mayor.
The District is one of the largest utility districts in Tennessee and currently serves approximately 33,425 water and 25,621 sewer customers. Approximately 96% of HPUD customers are listed as residential, while commercial customers comprise approximately 4% of the District's customer base. HPUD’s mission is "to provide superior customer service, to support continuous employee growth and development, to achieve environmental sustainability, and to promote viable economic growth and development of the communities we serve."
